Lewis F. Powell Jr. was a U.S. Supreme Court Justice whose plurality opinion in Regents of the University of California v. Bakke (1978) defined affirmative action law for the next 25 years.
In Bakke, Powell's solo plurality opinion held that fixed racial quotas are unconstitutional but that race may be considered as a 'plus factor' in holistic admissions to achieve educational diversity — a framework the Court endorsed as constitutional doctrine in Grutter v. Bollinger (2003).
