Summary

General Secretary of the Communist Party of the Soviet Union (1985–91) and last President of the USSR — who launched perestroika (restructuring) and glasnost (openness), ended the Cold War, allowed Eastern European revolutions, and presided over the Soviet Union's dissolution — possibly the most consequential peaceful political choice in modern history.

Core Contribution

Makes the sovereign decision not to use force to preserve the Soviet empire — Gorbachev's refusal to send tanks to Eastern Europe (1989) and his acceptance of German reunification were not structural inevitabilities but personal choices; any other Soviet leader from the previous generation would have used force.

Key Spikes & Highlights

  • Consistently underestimated the centrifugal force he was releasing — believed he could reform the Soviet system while keeping it intact; his intellectual model was Dubček's Prague Spring (which he admired) rather than what actually happened (total dissolution)
  • Died in 2022 reviled in Russia (for losing the Cold War) and as a hero in the West (for ending it peacefully) — this is the most extreme case of an historical figure being judged in opposite ways by the countries he was most associated with
