Will Kymlicka is a Canadian political philosopher who developed the liberal theory of minority rights and multicultural citizenship.

Kymlicka argues that national minorities and indigenous peoples have group rights to cultural protection that are consistent with liberal individualism because cultural membership is a precondition for the individual autonomy that liberals value.
